Paying for a Clay County replacement by the month, with the rebate math done first
A failed compressor in an Oakleaf two-story in August is a four-figure decision made on a bad day. Financing turns it into a monthly line that sits beside your JEA or Clay Electric bill instead of in front of it.

What financing changes on a 91-degree week
Orange Park summers peak around 91 degrees with dew points that keep a house damp even at 78 on the thermostat. When a system dies in that weather, the pressure is to buy whatever can be installed fastest. Financing removes some of that pressure: a homeowner in Lakeside or Fleming Island can choose the properly sized, higher-efficiency system that lowers the bill for fifteen years instead of the cheapest unit on the truck.
Cook’s arranges monthly-payment financing for efficient new Lennox equipment, and the payment is quoted beside the cash price at the estimate so the two can be compared honestly.
Two utilities, two rebate programs
Clay County is split between electric providers, and the split decides which incentive you can use.
JEA serves the Town of Orange Park and parts of Fleming Island and Oakleaf. Its Heating & Cooling rebate program has paid a fixed amount toward an ENERGY STAR air conditioner, heat pump or mini-split and a smaller amount toward a smart thermostat. The 2026 program year closed on October 10, 2026; the next cycle’s dates and amounts are not yet published, so treat it as a question to ask, not a promise to count on.
Clay Electric Cooperative serves Middleburg, Keystone Heights and most unincorporated Clay. Its Energy Smart program rebates members who replace an old system with a qualifying heat pump or ductless unit (12,000 BTU or larger, 15 SEER or better); the check arrives roughly six to eight weeks after approval and the filing deadline is 180 days. The co-op also runs an energy conservation loan program for heat pumps and insulation, energy survey required; that is a co-op program on the co-op’s terms, separate from Cook’s financing.
City of Green Cove Springs electric customers have no HVAC rebate that we have found.
Whether Cook’s is formally enrolled as a trade ally or participating contractor with any of these utilities is something to settle before the paperwork: [[CONFIRM WITH JERRY]].
The federal credit is finished
Both federal programs, 25C for efficient HVAC and 25D for geothermal, stopped applying to systems put into service once 2025 closed. No federal credit will appear on a Cook’s 2026 proposal. Utility and manufacturer incentives are what remain.
What this page leaves out, on purpose
No lender’s name, no interest rate, no term length and no monthly figure appears here. Those depend on the system, the approval and the day, and a number printed on a web page is a number that goes stale. You’ll get the real terms in writing at the kitchen table, before you sign anything.
Money questions from Clay County homeowners
Does the utility rebate come off the invoice or arrive later?
Later, and it depends on the program. Clay Electric pays the member after approval, within a couple of months, and the application must be filed within 180 days. JEA has its own application and program-year window. We help assemble whichever applies.
Can I finance a repair, or only a whole new system?
Our financing is built around new high-efficiency systems. For a large repair on an older unit we’ll run the repair cost against the replacement payment so you can see both numbers before deciding.
Is there any federal tax credit left for a heat pump in 2026?
No. The 25C and 25D credits expired at the end of 2025 and do not cover a system installed this year. Anyone promising you one on a 2026 install is working from an old brochure.
